— Cognos selected to monitor, analyze and report on inmate and probation populations —

BURLINGTON, MA, June 17, 2003 —The New York City Department of Correction (DOC) will implement a business intelligence (BI) solution from Cognos (NASDAQ: COGN; TSX: CSN) the world leader in BI and corporate performance management. Using Cognos to report and analyze information in the data warehouse, DOC along with the New York City Department of Probation (DOP), will be able to better understand and track the inmate and probationer populations.

With annual inmate populations totaling 115,000 for the DOC and 70,000 probationers for the DOP, the ability to implement the Cognos solution to aggregate, analyze and report on critical data enables both agencies to have better visibility into their respective populations, as well as understand the overlapping population.

"Going forward, business intelligence capabilities will be strategically important to DOC and DOP in understanding the offender populations under New York City supervision, and will increase our ability to share information with other criminal justice agencies," said Kael S.Goodman, Deputy Commissioner, CIO of both the New York City, Department of Correction and the Department of Probation.

"Using Cognos, law enforcement agencies are able to drive real gains in performance and efficiency into the institution," said Terence Atkinson, director of public sector solutions, Cognos. "The ability to trend inmate and probationer data enables officials to properly align resources for maximum effect. With Cognos providing an end to end view of the entire criminal justice process, institutions such as the NYC DOC and DOP, and indeed the entire NYC criminal justice system, will be able to analyze data and trends to continually improve criminal justice processes and programs."
