U.S. Coast Guard Aviation Rolls Out Cognos to Over 6000 Users

— Personnel to access critical logistics data via intranet and extranet, contributes to over $500,000 in cost avoidance —

ORLANDO, FL, COGNOS TECH FORUM, June 9, 2003—The United States Coast Guard, a military, maritime service with a mission to protect the nation's ports and waterways, along the coast, and on international waters, has implemented a business intelligence (BI) solution from Cognos (NASDAQ: COGN; TSX: CSN) the world leader in BI and corporate performance management. Over 6000 users across 26 air stations in the continental U.S., Alaska, Hawaii and Puerto Rico will use Cognos to analyze critical logistics data.

Cognos has been implemented to analyze and report on information stored in the Coast Guard Aviation Logistic Management System (ALMIS). Previously, remote Coast Guard personnel could not access data, meaning all requests had to be logged through IT. With Cognos all information is Web-based, making financial reports, procurement and contractor information, air station and depot supplies, and unit maintenance details instantly accessible to authorized personnel. The Cognos solution has been implemented and maintained by a team of application programmers and information systems engineers from RS Information Systems Inc., FC Business Systems Inc. and Government civilian personnel.

Using Cognos, the U.S. Coast Guard has also made critical data available via extranet to suppliers, enabling vendors who own parts on aircraft or who maintain their own inventory to log onto a Web portal to manage inventory levels.

"Cognos has enabled us to deliver a single effective and efficient system to manage logistics for our agency," said Carl Webster, DSS Project Manager, Information Systems Division, U.S. Coast Guard Aircraft Repair & Supply Center. "We've been able to move our flight operations data - including flight itineraries, aircraft status, and scheduled and unscheduled maintenance - to the Web, making information available to thousands of users in near real-time. The Cognos solution has also dramatically improved visibility into our supply chain, contributing towards $500,000 in cost avoidance in just the first year alone."

"Cognos enables the U.S. Coast Guard to gain better and more timely visibility into critical logistics data, improving their overall operational readiness and the ability to quickly respond in times of crisis," said Terence Atkinson, director of public sector solutions, Cognos. " By helping to deliver consistent and accurate information, both internally and to suppliers through a secure extranet, Cognos is helping the government to realize substantial cost savings while at the same time improving mission effectiveness."

The U.S. Coast Guard Aviation unit recently won the Coast Guard Meritorious Team Commendation award for the ALMIS project.

The U.S. Coast Guard Aviation Unit presents their solution at Cognos Tech Forum on June 9, 2003 in Orlando, Florida. For more details on Cognos Tech Forum 2003, please visit http://www.cognos.com/na/techforum2003.
